For Vice President:

Steven Cheng - Amway (China) Co., Ltd.__________________________________________Back to Top
Prior AmCham Service: Served as Governor 2003 - 2005 and as Vice President 2006-Present

I have been serving as Vice President of AmCham in South China since 2006, before that as Governor from 2003, and have always been an active member in supporting a wide array of events organized by AmCham in South China. I strongly believe that AmCham can play a very positive role in promoting trade, commerce and investment between the US and China, particularly in South China.

Currently, I am the Vice President of Finance - Greater China Region of Amway Corporation. I have been working and living in Guangzhou for more than 13 years to have profound sentiment towards this city. As one of the world's largest direct selling companies with sales over US$9.2 billion, Amway has been a strong promoter of Sino-US trade relationship. Both its Chairman and President have tested in front of the Congress to support PNTR and China's entry to WTO.

Amway China, one of the Top 500 largest MNCs in China, has been a devoted member of AmCham in the past years, who has actively sponsored and taken part in meetings, seminars and other programs organized by AmCham in South China. This is also in line with our company's drive to promote Sino-US bilateral relationship and free trade between the two countries. As an AmCham member, we pride ourselves in not only sustainable business growth but also good corporate citizenship. Business aside, Amway China gives back to the society generously, making positive changes in children philanthropy, environmental protection and volunteer service for over 10 years. As of today, Amway China has over 60,000 Amway volunteers nationwide who have worked together and contributed more than 1.4 million service hours, benefitting 1.20 million children under the One by One Campaign for Children. In 2011, with the approval from Ministry of Civil Affairs, Amway China established the Amway Charity Foundation with RMB 100 million funds. The Foundation will focus on improving the life of children of migrant workers physically, mentally and intelligently. Our footprints of love and social accountability can be found from Michigan in the US all the way to the Great Wall in China.

It is an honor for me to be on the Board of Governors from 2003 to 2005 and serve as the Vice President from 2006 to 2011. With my professional knowledge and background in Finance, as well as my experience of operating business in China, particularly my passion to provide opinions and services to all the member companies, I sincerely seek your vote for re-election as Vice President in 2012 to continue working on our common interest.

Brian Liao joined Walmart in 1999, and currently serves as a Board Director of Walmart China. Besides GR and GA in the headquarters, he also takes lead for a team of more than 230 people, who are doing all the field corporate affairs in local areas nationwide. Meanwhile, he is an executive director of China Chain Store and Franchise Association, director of International Business Daily of the Ministry of Commerce, vice chairman of Shenzhen Association of Enterprises with Foreign Investment, vice chairman of Shenzhen Franchise Association, and executive director of Shanghai Chain Management Association.

Under the leadership of Brian Liao,
In October 2009, Walmart China initiated and hosted the first Direct Farm Forum in Beijing, where it signed two MOUs with the Ministry of Commerce and the Ministry of Agriculture to promote the Direct Farm program;
In June 2010, Walmart bought a land for its self-built Sam's Club in Dalian, which is unprecedented in the history of Walmart China;
In July 2010, Walmart China signed MOU with Tianjin Municipal Commercial Commission, which is the first MOU between Walmart China and a local commercial department;

CIFIT specially set up a "Walmart Day" for Walmart China; Walmart China held the first "Summit Forum of Dialogue between Walmart's President and Mayors of Star Cities", which invited 16 mayors from six provinces and one city of China; and Walmart China president Ed Chan got the chance to speak on behalf of the company at the second WIF.

What's more, Brian led CA team to successfully arrange meetings between Walmart executives and some 30 leaders at and above provincial level in 2010, such as vice Premier Wang Qishan, Beijing CPC party secretary Liu Qi, and Shanghai CPC party secretary Yu Zhengsheng. These meetings helped Walmart learn specific situations in different regions, so that it can better serve local economic and social development.

Prior to this position, Brian worked in Walmart China home office as Chief Integration Officer for two years, responsible for M&A and integration; as Finance Director for over eight years, during which he led the team nail down the first Advance Pricing Agreement (APA) between China and the U.S. in December 2006. I am pleased to have the opportunity to run as a candidate for Governor of the American Chamber of Commerce in South China. Walmart China and I have been working with the Chamber for over three years, and I would greatly like the chance to contribute further to the Chamber's success.

As Vice President of Government Relations and Affairs of Walmart China, I am taking full responsibility for overseeing Walmart China's government relations and government affairs nationally for guarding and boosting Walmart's development in China. I am meantime leading a team of more than 230 people across over 100 cities to do all the field corporate affairs in local areas nationwide. Through engagements and advocacies on different government levels, I have been had tremendous opportunities of interacting with China's high-end decision makers, e.g. ministers, provincial governors, etc. and therefore established solid and positive relationship among them. I also had built up rich experience in finance and business administration during my previous positions in Walmart China as Chief Integration Officer and Financial Director. Those advantages together with my positions, such as Executive Director at the China Chain Store and Franchise Association (CCFA), Vice Chairman of the Shenzhen Association of Enterprises with Foreign Investment, and Vice Chairman of the Shenzhen Franchise Association, enables me to have integrated and in-depth understandings on the implications between Chinese government and China's social-economic development. Thus I am confident that, with the role of governor of the Chamber, I will be able to help our members' commercial interests nationally with macroscopical insights as well as practical supports.

         This year we celebrate the 15 years anniversary for Walmart China. Since the very beginning of appearance in China, Walmart had demonstrated its high interests and confidence of growth in South China by establishing its China Home Office in Shenzhen, with full-function in managing all aspects of our Chinese operation. In the past 15 years, we had opened 353 stores in 131 Chinese cities. In Guangdong only, we have already opened over 70 stores with variety of format. The South China region is also considered as one of the major regions for the company's national and international product sourcing. Walmart's development in China is dependent on our success in this region. On the other hand, we are also fully committed to ensuring a stable and prosperous environment for American Businesses in South China.

I am very much looking forward to helping AmCham South China and its members achieve even more success both in South China and nationwide.  Therefore I highly appreciate for your wise votes supporting me to be the Governor of the American Chamber of Commerce in South China. Thank you!
