Youth employment free non-invasive prenatal genetic testing of fetal
? Enhancing youth employment-matching
and pre-employment counselling activities.
? Increasing internship placements for Macau
tertiary students in Chinese mainland to 620, with a
one-off MOP5,000 allowance upon completion.
? Adding more placements to the Macau
youth professional development program and
local internship schemes, enabling young people
to serve as interns at well-known local enterprises
and Chinese-mainland ones.
Livelihood measures
? Continue the Wealth Partaking Scheme.
Each eligible permanent Macau resident will
receive MOP10,000 and each non-permanent
resident MOP6,000.
? Continue to inject MOP10,000 into new non-
mandatory individual accounts under the Central
Provident Fund and an additional MOP7,000 into
existing accounts for eligible residents.
? Continue to disburse social security
benefits and various allowances, with increases to
allowances respectively for:
- unemployment allowance: MOP210/day
- illness allowance: MOP180/day (out-patient),
MOP240/day (hospitalization)
- marriage allowance: MOP4,000
- funeral arrangements allowance: MOP5,200
Encouraging fertility
? Childcare allowance for permanent
Macau residents: MOP18,000/year for children
under three.
? Continue to provide a MOP6,500 birth
allowance for eligible residents.
? Optimizing the subsidized assisted
reproductive technology program and expand

chromosomes to all pregnant women.
? Enhancing maternal care and childcare
services, adding approximately 150 new childcare
places for children under two.
? Establishing a comprehensive support
network from pregnancy to child-rearing.
Supporting people with disabilities
? Subsidizing wages of employees with
disabilities up to the minimum wage level.
? Employers hiring people with disabilities
can claim a tax deduction of up to MOP5,000 per
employee against profits tax or salaries tax.
? Increasing the caregiver allowance
amounts to MOP2,400 per month and relaxing the
eligibility criteria for the allowances.

? Macau will accelerate its transformation
into a comprehensive tourism and leisure
destination that combines gourmet food,
vacationing, sightseeing, shopping, entertainment,
culture, medical treatment and sports. Key tasks
include developing and optimizing tourism
products, expanding tourist sources, deepening
cooperation within the GBA and with the
Guangdong-Macau In-depth Cooperation Zone in
Hengqin and neighboring Zhuhai, and promoting
the healthy development of the gaming industry in
accordance with the law.
? Macau will also speed up development of the
traditional Chinese medicine (TCM) and big health
industries, establish ecosystem encompassing
industries, universities and research institutes, and
gradually build the city into a national and regional
medical center. Efforts will focus on promoting
TCM R&D and commercialization, modernizing and
