Dr. Harley Seyedin The American Chamber of Commerce in South China released its 2018
President White Paper on the Business Environment in China and 2018 Special
AmCham South China Report on the State of Business in South China earlier this month. Both can

U.S. China Economic and Trade southchina.org. The 533-page 2018 White Paper, now in its tenth year, presents
Policy, APCAC a highly researched, exhaustively cited account of the on-the-ground business
environment in China. The 2018 Special Report, meanwhile, aggregates and
analyzes the experiences of 244 companies who participated in the Chamber’s
annual Study of the State of Business.

We found that foreign companies are cautiously more optimistic as the
central and local governments are giving signals that they will open up the
market and welcome more foreign investment. The White Paper shows that
so far, Guangdong government is the most responsive with the December
2017 release of “Policies and Measures of Guangdong Province on Further
Expanding Opening-up and Actively Attracting Foreign Direct Investment”,
commonly known as Ten Measures. Guangdong government is showing a
more open approach toward foreign investment, particularly in attracting
high-level talent. It’s no surprise to us that Guangzhou ranked as the most
popular investment city within a list of 44 cities in China in our Special
Report, followed by Shenzhen, Shanghai, and finally Beijing. Guangzhou and
Shenzhen have worked hard to achieve the coveted top spots in our Special
Report for the first time.

I would like to thank U.S. Consul General Charles Bennett, and his team
members, Betsy Shieh, Pricipal Commercial Officer, and Chris Smith, Chief of
the Political and Economic Section, and their teams for their participation in
the release program of our White Paper and Special Report. Their support of
our Chamber is most valuable to the success of our companies.

In other news, on February 1, 2018 our Chamber delivered RMB3,129,517
(US$545,233) in cash and in-kind donations to poor villagers in Wuxing
Village, Meizhou City as a part of our annual series of Charity Events. This was
the 8th annual effort by AmCham South China, Cash donations will be used to
save the lives of orphaned children in need of immediate life-saving surgery,
and to help Wuxing Village combat poverty. You can read more about this very
special project in this month’s edition of the South China Business Journal.

And finally, I cannot say enough about the quality of the AmCham South
China staff. For the past few months they did an amazing job juggling
multiple—and sometimes seemingly insurmountable—projects and always
brought them home on time. We are lucky to have them, and they are lucky to
have your continued support.
